Business competitors joining forces is not a usual occurrence. They need to align strategic objectives and conflicting interests to make the collaboration effective. Nevertheless, for J&J Worldwide Services, it has been quite successful.

It all started with Johnny Voudouris and James Lee (the two ‘J’s in J&J) coming together. The goal was simple: to launch a company focused on providing quality custodial services for the Department of Defense (DoD).

Today, J&J is a leading provider of mission-essential, preventative maintenance activities to critical U.S. Federal Government sites through its Healthcare & Medical Solutions, Mission Support Solutions, and Engineering Solutions business segments.

Throughout its history, the company has developed a comprehensive portfolio of aseptic cleaning and turnkey facility services for government hospitals, as well as a wide array of facility management, operational support, and integrated asset management services for the DoD military bases. J&J employs over 3,300 employees worldwide, serving more than 250 hospitals, clinics, and military installations.

J&J’s portfolio includes performing full operations and maintenance (O&M) services at some of the largest medical treatment facilities (MTFs) within the Defense Health Agency (DHA), including Brooke Army Medical Center (BAMC), DoD’s only Level 1 Trauma Center, Walter Reed National Military Medical Center (The President’s Hospital), and Landstuhl Regional Medical Center in Germany.

Industry Leader in Performing O&M Services

J&J has been providing hospital asset management services since the launch of the Defense Medical Logistics Standard Support (DMLSS)/LogiCole database, the Government’s system of record.

“We utilize DMLSS, which incorporates a comprehensive facility management module. This encompasses functionalities vital for real property management like preventive maintenance standards as well as the generation and tracking of work orders,” says Vega.

As part of its maintenance program, J&J performs an annual condition assessment, builder inspection, and real property installed equipment (RPIE) validation on equipment, ensuring proper nomenclature, maintenance procedures, and frequencies are established.

“Conducting a RPIE inventory is more than just cataloging pieces of equipment permanently attached to, installed into, and built-in or on a government or leased real property. It also lays the foundation for executing O&M services to improve the life expectancy of major/critical pieces of equipment and the functional performance of facility systems tied throughout an MTF,” says Vega.

As an industry leader in performing O&M services, J&J understands that its role is critical in establishing an accurate inventory within DMLSS and ensuring the appropriate maintenance procedures are developed.

Ensuring a Trained and Qualified Team

With the constantly changing RPIE inventory in a hospital facility, J&J incorporates additional innovations into internal procedures, processes, and workflows to become efficient and provide more accurate information. For example, it utilizes an advanced building automation system (BAS) that is tied into the company’s work order dispatch department. J&J’s maintenance team has also worked with facility customers to implement cameras for audio, visual, and temperature alarms, which are also tied into its BAS.

The most important element of J&J’s maintenance program revolves around its training and development program. The company has overcome challenges related to hospital asset management by ensuring its people are properly trained and qualified (certifications/licenses) to perform the work.

“We also partner with DHA and DMLSS leadership by pursuing continued education,” says Vega.

Within every O&M Program, J&J assigns a quality control manager to review and implement changes to its inventory throughout the duration of the contract. This individual remains in close coordination with the service order manager for repair/project work and the TJC support manager, who maintains a custom-developed reference library for detailed documentation related to TJC, Life Safety Code, NFPA, and EC.

Supporting Reliability Centered Maintenance

As a hospital asset management vendor, J&J also supports a reliability-centered maintenance (RCM) program (also known as predictive maintenance or condition-based monitoring), which allows the company to monitor critical equipment to avert malfunctions before they cause the asset to fail. It assigns a criticality index #/ranking based on consequences of failure (patient care impact, damage/loss of supported equipment, level of redundancy, repair cost/amount of downtime in the event of catastrophic failure), and the highest ranked equipment is then selected for monitoring.

For instance, J&J has been supporting BAMC’s RCM Program with in–house technicians since 2012. The company was the first federal contractor to implement a dedicated RCM Program under the MEDCOM RCM initiative, setting the standard for the MEDCOM program to continue implementation at other Army sites, including Blanchfield Army Community Hospital (BACH) – Ft. Campbell, KY and Carl R. Darnall Army Medical Center (CRDAMC) - Ft. Cavazos, TX.

Here’s what the assessing officials commented on the collaboration with J&J, “QUALITY: Exceptional. J&J uses use the ISO PDCA model to attain quality control at the work control level. J&J documents all O&M workload activity through DMLSS. Their Service Call Desk provides 24/7 capability to receive customer walk-ins/calls. They also provide a dedicated SelfHelp Kiosk to provide customers the capability to submit requests. J&J completed a comprehensive RPIE inventory [at BAMC], which included changing the label from a RPIE Bar Code Tag to a QR Code. The RPIE Program review illustrated that in 2019, at the beginning of the Task Order, there were 73,360 RPIE in DMLSS. With the completion of the Comprehensive RPIE Program, J&J completed and updated DMLSS to 98,953 RPIE.”

Providing A High-Level Maintenance Enterprise Solution

J&J partnered with the American Society for Health Care Engineering (ASHE) and BAMC during the 60th annual health care facility management conference in San Antonio, TX.

The workshop consisted of a training session in the morning with industry experts like Jim Carrel, Dave Lockhart, and Roy Hirchak, highlighting the path to RCM and the key principles discussed in the ASHE reliability-centered maintenance guide.

The company’s experience and performance record as a hospital asset management vendor have also allowed it to provide a high-level maintenance enterprise solution for DHA through medical devices equipment/systems (MDE/S/MDS) maintenance and repair services.

This includes devices used in the medical diagnosis, therapy, and treatment of injury or disease including dental, aeromedical evacuation, home station medical response, and veterinary items. MDE/S/MDS also consists of the maintenance of significant instruments, apparatus, implements, machines, contrivance, implants, and in vitro reagents.

Helping Companies Graduate into Successful Independent Businesses

J&J places a strong emphasis on supporting small businesses and providing veteran employment opportunities. The company is an active participant in the Small Business Administration’s (SBA) mentor/protégé program.
